Is there any treatment necessary for the weeping Spanish cedar prior to finishing? If left unfinished, such as a cigar box liner, is there a way to prevent future weeping?

It's called bleeding and is quite common in C. odorata species, less so in C. mexicana. There isn't a whole lot you can do to remedy bleeding. I have heard of bleeding occurring after finishing and causing the finish to lift. Safest bet is to use bleeding cedro for utility or exterior projects and try to find well-seasoned wood. If cedro hasn't bled after a few years it is unlikely to do so.

I have lots of it for necks-when you carve the neck the bleeding disappears. I use it for back braces.
NO problems-Acetone can clean it up!

The bleeding just gets rid of some of the resins in the wood as it ages .
