Just a caveat here, a lot of people living in rural areas only have Internet access through dial-up. I have DSL, slow and sketchy at times, but most of my friends around here deal with dial-up.
There's nothing more obnoxious than webpages cluttered with video, audio, animations, huge image files and whatnot. It's a real turn-off, and people usually move on without viewing anything.

I couldn't say if the Mac or Windows OS is better for web development. I just prefer Macs. I haven't heard of many people who switch to Mac and then go back to Windows, though

If you're savvy with web development tools, Dreamweaver is quite powerful, but like most powerful applications, there is a considerable learning curve. An alternative that I like a lot is Rapidweaver, which is Mac only, also powerful in its own way, using prefab themes, some free, some for $10 -$15. It's What you see is what you get. It's not as flexible as DW, but much easier to learn to use and does fine for most conventional, simple web sites. I've used both, and ended up with RW for my site. It's available free for evaluation, with some themes. Here are some themes on the Rapid Weaver web site.

You build a web site in the program, then export or publish to your host to convert it to web pages. They have a large user community, with active forums that provide a lot of help, much like the OLF.
