Hesh,

Best to trim the carpet back, leaving 1/2" or so between the mud sill and the carpet. You can place the mud sill with construction adhesive, then drill through it and into the concrete with a hammer drill and masonry bit, and drive a concrete nail in. Every three feet or so should do. The nail doesn't have to go very deep into the concrete, only 1/4" to 1/2" or so. Quick way to do walls is to build the whole wall laid down flat on the floor, then tilt it up, shim tight to your joists, nail in place. Call in the electrician. When he's done, do your OSB or sheetrock. Or wait on the electrician if you're going to do conduit externally.

I did my basement this way. Did my own framing and wiring since it was pretty light work, then had a contractor do the sheetrock to save my back and sanity. I picked the guy with the cleanest truck. He had three rooms textured and ready for paint in less than three days, and swept up when he was done.

You might look around for a book on finishing basements. Could be very helpful even though they mostly deal with family rooms and such.
