Glue it onto the sides of the fingerboard after slotting and radiussing, and before gluing it to the neck shaft.

Tools needed: whatever you taper your fingerboard with (say, a plane), some glue (medium or thick CA is what I tend to use), a chisel if you want to mitre the ends, a bit of masking tape, and a scraper and/or sandpaper and/or finger plane to trim it to size.

Process: taper, fit mitres, glue binding on (hold in place with tape), let dry, trim (scrape/plane/sand), glue down, level fingerboard, fret.

And you'll want one of those handy dandy fret tang nippers (StewMac has 'em) to snip the tangs off the fret ends, otherwise fretting becomes a major pain.

You might want to route in a rabbet to the tapered fingerboard and set the binding in that. It gives you a nice, thin line of exposed fingerboard wood along each side of the fingerboard and sort of a delineation line between the neck shaft and the binding.
See the following photo for an example of koa on an ebony fingerboard:

Hesh, you have that 70's look going on with the cream tie. Bet you got the matching cream colored socks and platform shoes to go with it too?
