Michael, I bought a cheap arbor press from a local tool import store, and got the radiused cauls and holder from Stew-Mac. I had to drill a hole in the arbor press shaft to mount Stew-Macs caul holder, but that was relatively easy because the steel was soft. It works quite well.

Personally, I'd rather not file frets, so I try to get them seated as nicely as
possible to start, then I can usualy level them with 600 grit paper and my
ubiquitous Stanley jack plane body as a sanding block. Takes a few minutes
at most:

Like any other old time hand craft techinque, there's a bit of a learning curve
and practice, but just like so many other traditional methods, it's really
efficient. . .
