Bob,
I've only got the two sizes of dish, 15' and 25' so that's what everything gets, hopefully the right way round! I don't think that it really matters as long as the slight domes are introduced. Some people use a dome only on the lower bout section, but this gets all too complicated for me I like to keep things simple. If 28' and 15' are the dishes you've got then they'll be just fine for all your needs.

Bob I use a bit flatter than Colin 20' back, 25' D-models and 28' OM-SJ top, I think any thing in the 15'-20' back and 25'-30' top range will impart enough add section modulus to give the strength need. i am considering a 15' on my new SJ's backs just for apperance.
