Ok, this seems to me to be a silly question but I just pick up a bolt on electric and took the neck off to inspect the serial #. When I replaced the neck the action changed quite a bit ( much lower) lots of fret buzz. Whats going on?

Was there a shim under the neck when you took it off? A little piece off paper, something like a part of a match pack?

In answer to your "What's going on?" question, you changed the neck angle slightly when you replaced the neck. Bolt-on necks frequently have a thin shim to refine the neck angle, and very small differences are noticible.
You can either take the neck off and re-shim it, or you may be able to raise the bridge slightly.

With no string tension, saddle adjusters easily move around on their own as well. If not a missing neck shim, it's possible your bridge saddles moved lower.

Look around on the floor below where you removed the neck for the shim, if it didn't fall off onto the bench. It'll be a small rectangular piece of wood or business card type material. Or a piece of an actual business card even!

H i guys - first post: Another possibility (aside from a missing neck shim) - the neck screws may be threading into the holes in the body, and it's in some sort of bind. It's best for holes in the body to be large enough so that the screws pass through without threading into it, otherwise there is potential for the neck to not sit flush against the bottom of the neck pocket.

Yep. Sounds like a lost shim to me. It's happened to me before, but I caught it before reassembling, luckily.
