I want to build a ukulele from a kit, but I want a certain things made to my own preferences.

I'd say your best bet is to find a luthier who produces kits, and ask them for a price on a customised version.

You don't say where you are, but if Europe you might try Rob Collins at tin guitar.com.

Bear in mind though that all your special requirements require time = money. If you want too much customisation, it might not be worth the effort of dealing with you, and in any event it will cost more.

I wanted a kit that didn't make any design decisions already. No binding, fretboard dots, or rosette. A paddle headstock without tuner holes so I can come up with my own.

These are all subtractive changes instead of additive ones. It should take less time, including materials.

I'm in Texas.

So... What's stopping you from going to one of our forum sponsors like LMI or Stew Mac and just ordering the wood you want and go from there.

You will need:
Top set
Back and sides set
Linings
Tail block (or use a scrap of 1/4" to 1/2" plywood)
Head block blank and neck blank (if using a neck joint) or a neck blank alone for the Spanish foot neck.
Pre-slotted fretboard (I don't recommend doing your own because the fret slot placement requires precision)
Tuners
Bindings (if you are going to use them)
Purfling material (if you are going to use it)
Rosette making material (if you are going to do that)
Brace wood (or some good straight split out sections from a 2x4)
Inlay material - at a minimum for side fret markers.
Tuners or pegs
Fret wire
