I was cutting a scarf joint for my neck aiming for a 15 degree angle and ending up with a 19 degree angle. Is there any way i can correct the angle.

You only need to shorten up by 1/16" on a 3/4 board to get the angle back where you want it. As long as the neck and head are not at exact length it shouldn't be a problem to adjust the angles.
