Rapidweaver only makes a Mac version, but you might have a look at http://www.coffeecup.com. I've never used it, but I've seen few sites built with their SW and they look pretty good, using their Visual Site Designer. They have some free templates to change the look and feel, and sites that sell templates. I expect there are other such programs out there too.

I really liked a program called WebStudio. It allows real drag and drop capabilities. It has excellent interface, and is very easy to use. I had tried Coffee Cup some years ago, and it worked, but in between, I tried Front Page, and it was just way too unintuitive for my capabilities. I also tried a couple of others, but all the templates were really Micky Mouse if you ask me, and didn't look professional at all. Web Studio allows working with frames or without frames. I chose No Frames so the web crawlers could get good keys for searching. The website I did was the one for our Guitar Ensemble, and it is nothing to shout home about, but it was really easy to do with WebStudio. I think the cost of the product is somewhere around $100. Here is the website I did The Rosewood Guild I have not updated it in a long time.

if you don't mind working within templates i highly recommend looking at silverstripe. ok it's not for design... it's a CMS, and it's using some stuff people may not entirely understand BUT i'm not the best in the world with html, and my knowledge of CSS is a little thin, i've NEVER dealt with any php or anything, but they make it quite simple with their tutorials and vids etc, and i was able to make a site using it pretty quickly, just getting the art into photoshop (or your editor of choice) and customising. go through the css and change some bits to match your new art and you got the basics of a site. one which is REALLY easy to update.
