 Post subject: Grover Tuner Bushings

I picked up a set of Grover tuning machines for my 00 steel string slot head and noticed there were tuner bushings in the package. I can't recall ever seeing bushings on the inside of a slot head before?

Does anyone do this or are bushings put in every package at the point of manufacture? Or am I missing the obvious reason that they would be there?
